EmployIndy contracts with organizations to provide employment services to eligible Marion County residents. This is accomplished through a competitive bidding process.
 

EmployIndy contracts out all programs funded by the federal Workforce Investment Act on a competitive basis by issuing a formal request for proposal. RFPs and subsequent information about program procurements and other contracted programs and services will be posted on this website  so that all bidders have the same information.

All solicitations will be posted and managed on this website. You will need to register your organization in order to respond to a request for proposals or requests for bids.

EmployIndy is soliciting proposals from an individual or entity for the development of the Youth Strategic Plan for EmployIndy’s Youth Council and Workforce Investment Board. The plan will be the development of initiatives and services targeting youth ages 16 to 24 and specifically address EmployIndy services and programming for youth.

Request for Proposals # 2014-003
To Provide Youth Employment Services

EmployIndy seeks to contract Youth Employment Services Grant (YES) funds to community-based organizations engaged in workforce development acitivities with youth and young adults. EmployIndy is soliciting proposals which will coordinate, improve and support effective neighborhood-level programs that connect underemployed and/or unemployed residents with in-demand and career-oriented training, quality employment opportunities, and supports to enhance the potential for job retention for extended periods of time as well as job advancement. Through the resulting contracts, EmployIndy will partner with community-based organizations and neighborhood-level programs to expand access to workforce development services through Marion County.
 
Proposals are due Wednseday, March 21, 2014 at 12:00 noon EST.

EmployIndy is soliciting proposals to provide managed IT services for the EmployIndy administrative office, the WorkOne Indianapolis offices, Mobile WorkOne, virtual WorkOne and youth sites and community based organizations that employment services are provided. The funds will be made available in the Marion County, Indiana WorkOne Indianapolis system from July 1, 2014 through June 30, 2015. Up to three one-year renewal options will be available at the discretion of EmployIndy.

Request for Proposals #2014-001
To Provide Workforce Services


EmployIndy is soliciting proposals to provide adult and dislocated worker services through the WorkOne Indianapolis offices. The primary funding source will be WIA. The selected service provider(s) must comply with all WIA programmatic requirements including WIA legislation and federal, state and local WIA regulations and policies. The funds will be made available to provide services in the Marion County, Indiana WorkOne Indianapolis system from July 1, 2014, through June 30, 2016. A transition period starting no earlier than April 1, 2014 may be established to ensure continuity of service. The need for and use of the transition period will be at the discretion of EmployIndy. If a transition period is established, it will be funded through this procurement.

An optional bidder conference will be held on January 27, 2014 from 2:30 – 3:30 p.m. The location will be the EmployIndy conference room, 115 W. Washington Street, Suite 450 S., Indianapolis, Indiana. Representatives from EmployIndy will give a brief presentation on the conceptual model set forth in the RFP and will accept questions. All questions will be answered in writing and posted to the EmployIndy website with all other questions and responses related to this RFP.
A "letter of intent to bid" must be submitted to EmployIndy by 5:00 p.m. on February 3, 2014.

Community Based Workforce Development

EmployIndy seeks to contract Community Development Block Grant (CDBG) funds to community-based organizations engaged in barrier-busting workforce development activities. EmployIndy is soliciting proposalwhich will coordinate, improve and support effective neighborhood-level programs that connect underemployed and/or unemployed residents to career pathways aligned with growing economic sectors.
 
There will be a required bidders conference on Monday October 28, 2013. It will be held at EmployIndy (115 W. Washington St., Suite 450S) from 1:30 to 3:30 pm. To keep the bidding process competitive, all questions from the bidders conference will be answered in writing and posted on the EmployIndy website.
 
Proposals are due Friday November 8, 2013 at 12:00 noon EST.

Request for Proposal #2013-004
Career Fair

The Indianapolis Private Industry Council, Inc. d/b/a EmployIndy is seeking qualified individuals and/or companies to provide professional services during a career fair anticipated to be offered the week of July 22, 2013, which expects to see 3,000 job seekers on the day of the event.  Please note the date is subject to change.

All quotes/proposals should be submitted no later than 4:00p.m., EST, Wednesday, June 5th, 2013.   Quotes/proposals may be emailed to Veronica Davis, vdavis@employindy.org.  Any questions should also be emailed to Veronica Davis, vdavis@employindy.org by 5:00p.m., EST on Friday, May 31, 2013.

EmployIndy is currently soliciting proposals to provide monitoring of select service providers that used federal grant funds including Workforce Investment Act Funds during the Program Year 2012.
 
The objective of the monitoring program is to assess the degree that subcontracted programs comply with applicable laws, regulations, policies and administrative requirements of the funding source. The goal is to ensure the lawful use of public funds and the integrity of the programs of EmployIndy.

Request for Proposal #2013-002
To Provide WorkOne Products and Workshops - Customer Solutions
EmployIndy is soliciting proposals from employers to provide Customer Solutions services through the WorkOne Indianapolis offices, Mobile WorkOne, and virtual WorkOne. Customer Solutions will include the research, development, delivery and administration of products for Indianapolis employers and job seekers that are designed to improve labor market outcomes in Marion County. This solicitation is open to all training providers including for-profit, not-for-profit, community or faith-based organizations and government entities.
 
A letter of intent to bid must be submitted in writing or by email to vdavis@employindy.org by 12:00 noon EST. Monday, April 15, 2013. The letter does not require an entitiy to bid, but failure to submit one by the deadline will disqualify the bidder. Letters may be hand delivered or mailed to EmployIndy corporate offices.

EmployIndy is looking to provide support to employers in the creation of customized training programs through the use of workforce development funding. Customized training programs are designed to meet the special requirements of an employer or group of employers and carry the expectation of commitment by the employer to employ an individual upon successful completion of the training.
